The Portuguese government has launched many incentive programs to attract foreign investments, innovative business projects & talents in the country, & the StartUP visa program. Under this Programme, the Portuguese government issues residence, visa to foreign entrepreneurs and establishes their business in Portugal.
Startup Visa Portugal
This Program regulated by the Ministry of Economy and Internal Affairs of Portugal. For a startup visa scheme, an investor should have a stable financial condition & an effective business plan. An entrepreneur who has already business outside Portugal and wishes to establish a business in Portugal but doesn’t have a business outside; in this case, an investor should have a healthy business plan and generate jobs in Portugal and turns over should not less than 325,000€.
Application Process:
StartUP Visa application process started on the 15th March 2018, and it has no deadline to receive the applications. It can access to IAPMEI website (https://www.iapmei.pt/ ) and apply it through the online portal.
Therefore, the application’s final decision will take a maximum period of 30 working days from its submission and make it available on the electronic portal within three working days after the decision.
Documents required for the StartUP Visa application:
- Motivation letter to show the interest in developing an entrepreneurial and innovative project.
- Curriculum vitae.
- The entrepreneur can attach a project presentation file.
- Copy of the passport.
- In case the applicant already has a tax and social security number in Portugal, they need to attach these documents with the application.
- Police Clearance Certificate
- Bank statement with financial means of € 5,146.80,80, and the possibility of transferring these funds to a bank operating in Portugal.

Tech Visa Portugal
Portuguese Tech Visa is beneficial and efficient in granting residence visas to Non-European highly qualified professionals in technology. The Portuguese Government specially launches this program to attract extraordinary foreign professionals to the country. It is the Portuguese economic ministry strategy to make Portugal a more fruitful destination for foreign investments so that they can create more jobs & wealth. Under this program, those Portuguese companies want to hire highly qualified workers/staff from non-European countries, and then they need to apply to this TechVisa program.
Besides, those innovative & technological companies that wish to hire foreign technical professionals should be certified by IAPMEI & fulfil all the requirements. Only certified companies are eligible to employ third-country professional workers as per their needs—an A-List of accredited companies found on the IAPMEI website https://www.iapmei.pt/.
To apply for a tech visa or residence permit under this program, companies have to comply with all highly skilled/qualified worker’s requirements, following article 5 (1) (2) of Inter-ministerial Ordinance 328/2018 of December 19, amended by Inter-ministerial Ordinance 99/2019 of April 4.
Documents required for Tech Visa
- Work contract, or service provider contract
- Statement of responsibility provided by a certified company as per law
- Professional certificate for highly qualified professions
- The worker’s hosting company must sign the proof of means.
- Proficiency certificate in Portuguese, English, French or Spanish
- No criminal record certificate
- Five-year experience in a specialised technical field
- Bachelor’s education or equivalent level – level 6, according to ISCED 2011.
